Online equality gets new push

WASHINGTON - Backers of the idea that all Internet traffic should be treated equally are making a fresh attempt to pass "network neutrality" legislation, hoping that a new Democratic majority in Congress will improve its chances.

North Dakota Democratic Sen. Byron Dorgan and Maine Republican Sen. Olympia Snowe introduced the bill Tuesday. They were joined by six other Democratic senators, including likely presidential candidates Hillary Rodham Clinton of New York and Barack Obama of Illinois.

Net neutrality, the often-contentious issue that killed last year’s Congressional rewrite of telecom legislation, is back on the agenda of the new Congress. Sens. Byron Dorgan (D-ND) and Olympia Snowe (R-ME) last week reintroduced legislation....

The...bill is expected to trigger a new round of fierce lobbying over Internet regulation....

The Senate Internet Freedom Preservation Act is intended to restrict high-speed Internet service providers from discriminating against competitors by offering preferential treatment for a fee.

Snowe/Dorgan introduced the Internet Freedom Preservation Act, which they say will ensure all [Internet] content is treated equally/fairly. The law requires providers to offer consumers broadband Internet access unbundled with other services like phone, cable, VoIP.

"If Congress does not act, the age of digital democracy will come to an end," Snowe said.

There are those who believe the Internet is the way it is today because the government has kept its hands off it.

Snowe wants to meddle with the internet. This whole thing is alas yet another daft idea that she/they have gotten from the EU. People like Snowe and the EU hate the state of anarchy that is the internet and want to meddle with it.

Kerry has agreed to co-sponsor the Senate network neutrality bill introduced by Byron Dorgan (D-N.D.) and Olympia Snowe. Markey is expected to re-introduce his failed network neutrality bill in the next few weeks.

Snowe spoke most forcefully about the need for "net neutrality," saying it would be unfair and unjust to allow certain companies or individuals to pay for faster delivery of their websites over others.

Two Democratic FCC commissioners called for a national broadband summit to discuss the U.S. high-speed Internet penetration rate, blaming its slow rollout on a lack of cohesive data and a reliance on marketplace conditions rather than government-sponsored initiatives.

Said FCC Commissioner Michael Copps. "While we all revere the marketplace, there are some things that cannot get done by themselves."

Sen. Snowe...support[s] for the summit.

Snowe said. "There should be a national broadband strategy."
