California does a lot of wacky stuff, but there's a very good reason air pollution standards are stricter there - the L.A. basin is virtually designed to trap air pollution. You have mountains to the north, mountains to the southeast, and a temperature inversion (it gets warmer as you go higher in elevation) which keeps the air from mixing, and it doesn't rain for 7 months out of the year.
If you've only ever lived on the east coast, you have no idea how bad air pollution can get until you've lived in L.A. There is nothing even remotely close to it out here, even in large cities like NYC.
I'm okay with most of Trumps cabinet nominees but this guy is terrible.
